Abstract

The article is devoted to formation of representative bodies in the Russian Federation. The author States that the presence of the representative bodies in the public system in almost all countries is an inalienable attribute of the state apparatus and one of the main elements of democracy. The author concludes that the Parliament is regarded as the spokesman of the interests and will of the population.
