ARRANGEMENT OF TERRITORIAL OFFICES OF FEDERAL EXECUTIVE AUTHORITIES: OPTIMIZATION OF MANAGEMENT AND DUPLICATION OF FUNCTIONS (ON THE EXAMPLE OF THE SOUTHERN FEDERAL DISTRICT)

Abstract

The article describes the analysis of arrangement of territorial offices of federal executive authorities at the level of federal districts at the present days. The article points out the general tendency to duplication of functions and examines the experience of the Southern Federal District. In conclusion it can be said that there is a necessity to optimize territorial offices of federal executive authorities with the purpose of improvement of the quality of management and their economic efficiency. Training in the Device of the Plenipotentiary of the Russian President in the Southern Federal District during the period from November 17 to November 30, 2014 has become the main source of information, empirical material and ideas for writing this article.
