ABOUT THE MODERN UNDERSTANDING OF THE ESSENCE OF THE PRINCIPLE OF RUSSIAN FEDERALISM

Abstract

The article offers a definition of the modern Russian federalism essence. The definition of federalism principle proposed by M. V. Gligich-Zolotareva is taken as the basic one, but with a significant clarification that the most important essential feature of the modern Russian federalism is the two-level system of government. The article also supports the understanding of state power as a combination of powers exercised by the state organs and it is noted that this approach allows studying the practice of modern Russian state power functioning both horizontally and vertically, as well as the implementation of its unity principle in the conditions of Russian federalism.
