MODERNIZATION OF THE STATE REGIME OF NUCLEAR ENERGY USAGE SAFETY

Abstract

The article researches actual problems of improvement of the state regulation of nuclear and radiation safety for the nuclear energy usage, and analyzes key sources of legal regulation of the mentioned activity, including international nuclear conventions and IAEA safety standards. Significant attention is paid to analyses of the legal mechanisms regulating such activity as adoption of the federal safety rulesand norms that create safety regulation base; licensing of certain activities; control and supervision, including expertise and checks; accreditation, standardization and appraisal of compliance; application of administrative norms.
