ADMINISTRATIVE RESPONSIBILITY FOR OFFENSES IN THE SPHERE OF MIGRATION (ON THE EXAMPLE OF IVANOVO REGION)

Abstract

The article is devoted to topical issues of administrative responsibility for offenses in the sphere of migration that occur in practice. When writing the article the author used empirical material in the Ivanovo region. The author comes to a conclusion that it is necessary not only to enshrine a concept of administrative responsibility in the new Code of the Russian Federation on Administrative Offences, but also to toughen administrative responsibility for violation of the migration legislation by increase in the size of an administrative penalty. The author considers absolutely fair opinion that the migration legislation needs further improvement and believes that in the long term within administrative reform creation of the independent federal executive authority which is carrying out activity in the sphere of migration, but not structural division which management of activity would be performed by the President of the Russian Federation is necessary nevertheless.
