IMPROVEMENT OF LEGAL AND ORGANIZATIONAL MECHANISMS OF FREE LEGAL ASSISTANCE IN THE ROSTOV REGION

Abstract

The article is devoted to the analysis of the issues of improving the legal regulation of the order of free legal assistance, especially in the framework of the state system. The analysis is based, among other things, on the materials of the round table held by the Federation Council Committee on legislation and state construction on 14.02.2019 and the experience of implementing the innovative project "Legal assistance online" launched in July 2018 in Rostov-on don. The author suggests the need for further active work on improving the existing organizational and legal mechanisms for the provision of free legal aid, including the Rostov region. The fact that the concept of "qualified legal assistance" has a constitutional content dictates the need for a methodological solution in the legislation, at least two issues: first, the establishment of a criterion difference between "legal assistance" from "legal services", and secondly, the creation of unified requirements for the quality of the BYU.
