CONSTITUTIONAL AND LEGAL RESPONSIBILITY OF LEGISLATIVE (REPRESENTATIVE) BODIES OF STATE POWER OF THE RUSSIAN FEDERATION SUBJECTS

Abstract

The article deals with the development of Federal legislation, which determines the dialectic of legal regulation of the status of legislative (representative) bodies of the subjects of the Russian Federation. Examines the process of development of the legislation of the Russian Federation about the order of application and content of the sanctions of constitutional and legal responsibility of legislative (representative) bodies of the subjects of the Russian Federation is differentiated with respect to relevant powers of the higher official of a subject of the Russian Federation and the office of the President of the Russian Federation in the sphere of application of the sanctions imposed on collective representative of the Russian Federation. The article argues that the Federal legislation regulating the procedure of the dissolution of the legislative (representative) body of a subject of the Russian Federation in the post-Soviet, post-socialist period of Russian history (the end of XX beginning of XXI centuries) evolved from establishing priority of the Federal Assembly (Parliament) of the Russian Federation in the implementation of the dissolution, to establish the priority of the President of the Russian Federation in this sphere.
