Abstract

The article analyzes the stages of formation and development of Federal bicameralism through the prism of the content of the main documents of the country. According to the author, it was the Constitution of 1924 that gave rise to bicameral representation at the Federal level. The modern Federal Assembly is based on historical traditions that developed in the country in connection with the formation of the USSR, the adoption of the Constitution of the USSR in 1924 and subsequent constitutions, but unlike the Soviet bicameral, the modern bicameral Parliament has no national-territorial nature, is a permanent body, the chambers of the Federal Assembly are separate.
