Abstract

The article examines the issues considering new methods and stages of a civil contract procurement. The latest new laws on the contracting procedure are analyzed. Special attention is paid to the issues of signing a contract using technical means of communication, especially through the exchange of electronic documents. The new civil laws on obligations include negotiation stage of signing an agreement. The author concludes that negotiations can also take place through electronic exchange of messages and documents.
