Abstract

The article is firstly a survey of the legal nature and specifics of community service as a part of the system of administrative penalties. Secondly it is a review of mechanisms of this type of administrative punishment, its fundamental difference from the same form of criminal penalty and problems of its legitimacy in the context the constitutional prohibition on forced labor in the Russian Federation
