POLITICAL FACTORS OF THE MODERNIZATION OF DEPRESSIVE MONOCITIES IN RUSSIA

Abstract

In the article the author points out that the out of the economic and social crisis means the reformatting of municipal political field and the attracting of former latent political resources, which were not used for crisis overcoming by the ruling municipal elite. To reconsider the recent past of depressive territories there is a ne-cessity for a total political understanding of cause-effect relations, on which basis it possible to work out the out of crisis strategy and the modernization measures program.
