Abstract

The article examines the history of federalism, its historical experience, as well as the study of the concept of the principle of Federal priority on the example of the Russian Federation and the Federal Republic of Germany. Analysis of legal acts of the two States. The purpose of this article is a comparative legal study of the historical experience of designing federalism on the example of two countries: Russia and Germany as a state-legal regulation for the subsequent development of the principle of federalism in the modern world.
