FORMATION OF BODIES OF PRELIMINARY INVESTIGATION IN THE TERRITORY OF THE DON COSSACKS (1703 - 1920)

Abstract

For more than a thousand years of history, the Russian state has accumulated a massive experience of transformations in various areas of legal reality. Many of the reforms deserve in-depth research attention because they contain possible models for modern transformations. This historical and applied experience is of interest to science and practice, especially the embodiment of reforms in the life of the regions, since the Russian Empire was made up of many distinctive entities that differed in their legal status. This article is devoted to one of these entities, because the Don Region, like the Ufa province, had the specifics of the establishment of preliminary investigation bodies, different from other regions of the state. However, the establishment of a centralized branched apparatus of preliminary investigation and the improvement of criminal procedure legislation in the pre-Soviet period have always been urgent tasks facing the government.
